Key Events In Ukraine
- A law on the National Police came into force on November, 7. According to the ministry, the number of policemen can reach 220 per 100 thousand people, total staff will approximately reach 140 thousand. Their salary will be much higher than ones in industry and business. Most officers of militia will be dismissed, new officers will be employed through certification.
- Head of the Verkhovna Rada Groisman said he expects that Western partners will help to restore Donbass after it will be returned under the control of Ukraine.
- Finance Minister Jaresko stated that the simplification of the tax system will contribute to the fight against corruption. She believes that weak administration and unequal conditions for economic entities are the main problems. The expert community indicates that ministerial draft for tax reform is still not ready, as opposed to the bill, registered by the relevant committee of Parliament.

- The headquarters of the antiterrorist operation reported the completion of the removal of light artillery and mortars from the Donetsk area. At the same time, militants attack and almost continuously shell positions of the Ukrainian army and settlements in the surrounding area of Donetsk and in the Artemovsk district using not only firearms, but also artillery and mortars.

- Western Intelligence agencies believe that crash of the Russian airliner in the sky over the Sinai Peninsula is probably the result of terrorist attack. Unconfirmed information of decoding of the aircraft "black boxes" which favors version of the explosion on board is leaking to the Internet. Some experts have suggested that the incident with the aircraft can be used by politicians and secret services of different countries, including Russia, to the situation in Syria and the Middle East for their benefit. Ukraine has not yet imposed a ban on flights of civil aircraft to Egypt.
The Trends
- Observers from the conflict zone in the Donbass reported casualties in the Ukrainian army, although official reports remain silent about them. The center of Donetsk came under fire, large enough distance to the nearest positions of the Ukrainian army and the direction of arrival of shells indicates provocation by militants. Ukrainian participants of the monitoring and coordinating joint group state that the provocation could derail removal of weapons and lead to the escalation of the conflict. Intelligence reports that the militants defiantly withdraw military equipment under the supervision of the OSCE and then return it to the position. Analysts believe that in this way the Russian command keeps the situation tense and creates opportunities for ceasefire violations at the right instance for them.
- Block Poroshenko disbanded its Cherkassy branch because of the attempts to discredit the party. The head of the faction in the Verkhovna Rada Lutsenko said that under the guise of the Party branch in Cherkassy organized criminal group was operating. Experts believe that the principle of building the party in the form of a franchise creates the possibility of its complete collapse as well as many other political projects in case of loss of administrative resources, as it happened earlier with the Party of Regions, Nasha Ukraina and other parties and movements.
- Head of the Verkhovna Rada Groisman is not willing to talk about reparations from the aggressor for the restoration of Donbass. Thus, he recognizes the conflict in Donbass as internal Ukrainian.
