Key Events in Ukraine
- President Poroshenko enacted the NSDC decision on national security, adopted at the meeting on 20 July. The text of the decree is not subject to disclosure.
- Heads of the Military-Civilian Regional administrations of Donbass Zhebrivskyi and Tuka asked the President to introduce the military-civilian administration in all areas of the Donbass, controlled by Ukraine.
- In accordance with the new Law on the Prosecutor's Office, General Prosecutor Shokin changed the structure of the agency, retaining the general management, human resources issues, organizational and legal support and internal security functions.
Deputy General Prosecutor Sakvarelidze said that the reorganization of the agency will affect all employees without exceptions, the number of staff will be reduced, and the competition will be announced for the remaining positions.
Military prosecutor Matios said that 8 thousand employees of the security agencies, and among them - five thousand law inforcement officers sided with Russian invaders and their puppets in the Donbass. He announced about the establishment of the Prosecutor's Office of the Anti-Terrorist Operation, which will deal with the criminal proceedings in Zaporizhia, Kharkiv, Donetsk and Lugansk regions. - Lawyer of former President Yanukovych Serdyuk said that the General Prosecutor's Office agreed to interrogate his client, who is in Russia, via videoconference.
- Head of the NBU Gontareva knows nothing about the criminal case in relation to her and her deputy, as reported by the Interior Ministry. The Supreme Administrative Court rejected the claim against President Poroshenko on illegality of Gontareva’s appointment as the Head of the NBU due to her lack of experience for such position.
- Prime Minister Yatsenyuk required to conduct a public audit of the Private Deposits Guarantee Fund and to investigate the causes of bankruptcy of 56 banks.
- The official hryvnia rate did not change: 21.40 UAH/USD (+0.01 UAH), 23.77 UAH/EUR (-0,09 UAH), 3.34 UAH/RUR 10 (+0.05 UAH).
Ukraine at War
- The situation in the Donbass is getting worse every day. Militants are shelling the positions of the Ukrainian troops and resident areas from MRLS and heavy artillery, and using armored vehicles and tanks on a large scale to attack along all the fighting line. According to NSDC Secretary Turchinov ,such situation gives an evidence of the militants large-scale military actions against Ukraine. At night, the shelling significantly intensify. The intelligence reports about the concentration of large armored and artillery units in the immediate proximity to the fighting line in the neighbourhood of Mariupol, Volnovakha, Donetsk, Artemivsk, Luhansk, "Bahmutka" highway. Official losses of the Ukrainian Army during the previous day: two soldiers dead and 10 wounded. As a result of militants shellings of Adviyivka and Dzerzhinsk at least five civilians were injured .

- Polish President Duda criticized the NATO leadership, which considers the country as a buffer zone, and called to place on its territory additional bases of the Alliance.
- European Parliament Vice-President Czarnecki stated that sanctions and the drop in world oil prices created a basis to apply a really tangible impact on Russia. Putin must know that in case of escalation of the situation, Russia should expect new sanctions from the EU, including country’s elimination from the SWIFT international system of interbank transfers .
- Russian Prime Minister Medvedev announced about the introduction of sanctions against Ukrainian goods, which will be applied to Ukraine in case of entry into force of the economic part of the Association with the EU.
- Chief of Staff of the US ground forces, General Odierno said that Russia represents the most serious military threat to the United States.
