Ukraine
- President Poroshenko, clarified at the meeting with Verkhovna Rada fractions and deputy groups leaders that Ukraine is not ready for the introduction of martial law, as in this case it would be impossible to get the support of international financial institutions, supply of arms and dual-use goods, as well as in the case of the declaration of martial law the opposite opposite side of the conflict will be protected by international law. Based on this context, anti-terrorist operation will continue and efforts should be focused on recognition of DPR and LPR as international terrorist organizations.
- Verkhovna Rada amended its governance principles, allowing the chairman to dissolve specific fraction should number of its deputies decrease versus initial one during formation on the first session. This allows to eliminate parliamentary faction of the Communist Party, that have been abandoned by several deputies. The law was signed by President Poroshenko.
- President Poroshenko signed the law establishing the Order of The Heaven Hundred that will be awarded to citizens for their courage, patriotism, defense of the constitutional foundations of democracy, human rights and freedoms, humanistic and charitable activities during the “Revolution of honor” in 2013 and 2014, for defense of independence, sovereignty and territorial integrity of Ukraine.
- President Poroshenko signed a law exempting undergraduate and postgraduate full-time students from conscription and mobilization in a special period, as well as about the next release of conscripts and short holidays for armed forces.
- Parliament adopted a law on input of digitized fingerprints into the state demographic registry in order for establishment of biometric documents for traveling abroad, in line with the visa free regime with the EU.
- NBU slightly lowered the exchange rate of Ukrainian Hryvnia: 11.67 UAH / 1$ (+1 cop), 15.77 UAH / 1€ (+1 cop), 3.32 UAH / 10 RUR (+1 cop).
- Minister Interior Affairs Avakov announced on his Facebook page the initiation of criminal proceedings against the Russian Defense Minister Shoigu and businessman Malofeev, for the creation and financing of terrorist groups.
Kyiv
- Funicular will be closed in Kyiv, for a month, until August 22, for scheduled overhaul and reconstruction.
- Kyiv city mayor Klitschko appointed as his First Deputy the owner of KAN company - Famous Kyiv developer Nikonov, who previously worked as his adviser and director of the Kyiv subway, Kyivreklama and Kyivtransparkservis.
- Major General Tereschyuk, who previously served as chief of Volyn Regional Department of Internal Affairs, appointed as Chief of Kyiv police.
War in Ukraine
- Ukrainian Armed Forces continue to advance on the territory occupied by terrorists and liberated Severodonetsk and Popasnaya in Luhansk region, continues to “clean” Lysychansk from bandits retreating to Alchevsk. Clashes continued around Donetsk, Marinka, in Amvrosievka, at the south of Luhansk region in the border area. In Lysychansk terrorists blew up a railway bridge over the Seversky Donets river and several sections of railroad tracks near Donetsk.
- 13 Ukrainian military killed during the day, according to the data of Anti-terrorist Operation Headquarters.
- Terrorists continue taking hostages in territories they control, 7 Nigerian students were kidnapped in Luhansk
- According to the Speaker of the NSDC information center Lysenko, additional mobilization was declared with regard to possible direct aggression from Russia and scheduled rotation of troops in the area of military conflict.
- According to the State Border Service, Russia continue to increase military presence on the border with Ukraine and continue shelling of Ukrainian troops, coordinated jointly with terrorists.
Malaysian airlines flight catastrophe
- The U.S. Embassy in Ukraine published on its Facebook page a map, depicting the trajectory of SA missiles that shot down the Malaysian Airlines plane. Map confirms that SA missile was launched from the territory controlled by terrorists.
- A special train, carrying the bodies of the crash victims arrived in Kharkiv. Air transfer of bodies to a military base in the Netherlands for further identification will start on 23.07.
- Australian Prime Minister Abbott said that terrorists engaged in falsification of evidence on an mass scale at the crash site. Dutch experts confirmed that only 200 of the bodies are available after arrival of the train to Kharkiv and that further investigations of the crash site being required.
- "Black boxes" of the shot down plane could be decrypted in the UK. At the moment they are at the Malaysian side, which will further transfer them to the Netherlands that takes over leadership of the catastrophe investigation.
International
- Reuters agency reported, citing its sources, that the International Committee of the Red Cross, responsible for compliance with the Geneva Conventions, qualified the situation in Ukraine as a state of war, which gives the right of the UN to consider crimes in the confrontation within the military tribunal, including the destruction of Malaysian Airlines airliner.
- According to the Bloomberg, capitalization of companies listed on the Moscow Stock Exchange declined by more than $ 28 bln. in one day after the imposition of sanctions by the U.S. and by $ 75 bln. in two weeks. Experts also provide negative forecasts about the evolution of Russian ruble exchange rate and Russian international reserves.
- The European Union gave Russia the term until July 24, until which sectoral EU sanctions will be elaborated, said Minister of Foreign Affairs of Ukraine Klimkin in a briefing in Brussels. At the same time, the EU High Representative for Foreign Policy Ashton said at a meeting of foreign ministers of Europe, that the measures against Russia will not be tightened in the near future, but further sanctions development will be further explained.
- U.S. Department of State spokesman Harf stressed to France unacceptability to provide Russia even with one "Mistral" helicopter carrier.
